Advice for the Club Secretary

The League Secretary
All correspondence Connected with the league goes to Graham Lilley the League Secretary. This is the Only Person that deals with League Correspondence. Registration/ Transfer Forms must also go to the League Secretary, League Team Sheets Must Go to the League Secretary. In general any thing to do with the League apart from Referee’s, if you need advice or you have a grievance, contact the League Secretary, Referee’s must forward Discipline regarding the League to the League Secretary.

The Leagues Fixture Secretary
This is the only person in the League who deals with Referee’s directly. Clubs that have a Problem with Referee’s need to contact Chris Tindale, also if you have a Ground Problem then again you contact Chris Tindale Referee’s Must also confirm dates with Chris Tindale.

The Leagues Treasurer

Mrs J Taylor deals with all League Monies the only exception is Registrations forms Monies that must be sent to the League Secretary along with the Registration forms. Mrs J Taylor  will accept Monies owed to the League, Postal Orders and Cheques must be made payable to the Durham and District Sunday Football League

The Leagues Assistant Referee’s Secretary

No correspondence to be sent to the Leagues Assistant Referees Secretary Dale Moon, his role in the League is to source out Referee’s when the Fixture Secretary Chris Tindale requires Matches to be Filled, He will Contact the Club Secretary should their be a Change in a Referee appointment, he does not receive any League Correspondence.

Confirming your matches
:
Please confirm the game with your opponents and referee as per League Rules. Remember some teams/referee’s will be unfamiliar with your ground if they haven't played there before. And be sure to check there isn't a colour clash. Results:
Your match day results must be phoned in to Nominated Person as soon as possible after the match, certainly no later than 2:30pm. The home team is responsible for contacting Nominated Person for league matches, whereas both teams should phone with cup results. County cup results must also be phoned through to Chris Tindale as well as the Durham County Football Association. Other Outside Cup Competitions Must also be phoned in to Chris Tindale.
Appeals:
Any appeals against fines or action taken by the league must go through the League Secretary, accompanied by the correct appeal fee. But bear in mind we have no jurisdiction over actions taken by Durham County Football Association. Also we cannot reverse any referee decisions. If you are unhappy with a referee, then drop a line to League Fixture Secretary and he will investigate.

Advice for Secretaries.

 
• The Club Secretary is the main contact with the Durham Sunday Football League, the Durham County Football Association and all other member clubs. The Club Secretary is responsible for most of the administration with the "outside world".
 
• Registers the club with the Durham Sunday Football League , the Durham County Football Association  and the  various Cup Competitions

• Deals with correspondence from the Durham Sunday Football League , the Durham County Football Association  and fines promptly

• Notifies the Durham Sunday Football League , the Durham County Football Association  and the  various Cup Competitions of any changes to club details (officers, phone numbers, grounds etc)

• Attends the Durham Sunday Football League, the Durham County Football Association and the various Cup Competitions meetings. 

• Produces agenda and minutes for club committee meetings.

• Attends and reports to the club’s monthly meetings.

• Provides update on disciplinary and administrative position of the club.

• Liaises closely with all other committee members.
 
·                All Club Secretaries should make themselves fully conversant with the rules of the League. All queries regarding League Rules should be addressed to the league Secretary.
·                Give prompt attention to all correspondence.
·                The Handbook containing the League Rules issued every year and should be passed on to the new secretary in the event of a change. Amendments will be issued as and when required.
·                Phone Calls to any League Officer will not be acceptable before 6.30 and  after 8.00pm weekdays, 2.30 pm Sundays.
·                The Fixture Secretary is completely responsible for arranging fixtures; any queries must be made to him.
·                All questions relating to the registration or transfer of players must only be directed to the League Secretary.
·                Unless instructed to the contrary all monies must be paid to the League Treasurers.
·                ALL correspondence except where stated to the contrary MUST be directed to the League Secretary and no other Officer
·                When a club has a change in its Secretary t it must be communicated to the League Secretary IMMEDIATELY. This information may then be passed onto other clubs within the League.
·                The Referee’s Secretary makes all appointments of referee’s. He will also keep the marks of Referee’s from Team Sheets
·                Any written correspondence concerning an official’s performance or behaviour should be put in writing within four days of the incident and forwarded to the League Secretary.
·                All Clubs to Have a Registered Bank Account in the Clubs Name as Per Durham County Football Association Rules.
·                Clubs Sharing Grounds must inform the League’s Fixture Secretary.
·                Please Note the League Ruling on entering outside Cup Competitions.

Procedure for the transfer of players

·                Transfer forms must be fully completed and signed by the player, the secretary of his existing club, and the secretary of his new club.
·                The secretary must check with his previous club that there are no outstanding commitments/Fines from the player. All outstanding commitments/Fines must be met before a transfer may be completed.
·                The Secretary of the existing Club must inform the Secretary of the New Club off all the Cup Games that Player has taken part in that season.
·                Should all of these criteria be met, the transfer form, Registration Form. Transfer fee (£3-00) and a stamped addressed envelope should be sent to the League Secretary.
·                On his acceptance the League Secretary will return the counterfoil in the stamped Addressed Envelope.

Procedure for Registration of players

·                All forms must be signed by the player, the club secretary/Manager.
·                All Registrations and Transfers MUST be completed in blue or black ink otherwise it will be invalid. The completed form should be sent in with the appropriate fee and a stamped addressed envelope for the relum of the counterfoil.
·                Each player should state the club they last played for regardless of season.
·                One  pound registration fee will be required for every registration, cheques made payable to the Durham Sunday Football League.
·                A stamped addressed envelope should accompany these forms.
·                These documents should then be sent to the League Secretary and on his acceptance he will return the counterfoils, containing the registration number to the club.
 
FILL IN AND SEND OFF YOUR RESULT CARDTeam Sheets The Top Half sent to the League Secretary with all Information on the Form Filled in, Bottom Half to the Fixture Secretary. Both Sections of the Team Sheet Fully Completed, to be sent as Directed in the League Rules.

Team Sheets

If you prefer to personally deliver your Team Sheet to Graham Lilley, just put it through his letterbox...do not ring on his door! 
Team Sheets  for the Referee’s Marks (which are handed out to all Clubs at the start of the season) MUST be posted off as soon as possible after each match to reach the League Fixture Secretary Chris Tindale) to be received by the following Wednesday morning. If you prefer to personally deliver your Team Sheet to Chris Tindale , just put it through his letterbox...do not ring on his door! When filling in your Team Sheet, please use Black Ink & write in Block Letters.When filling in your Players' Names, The players name as Registered with the League needs to be added to the Team sheet. Please note that you do NOT enter a substitute's name on the card if he was not used in the match.Please ensure you enter your goals corers on the card, as these are compiled with a view to an Award being presented at the end of the season for the League's Top Goals corer.  If an Own Goal is scored for your team, just write 'O.G.' at the bottom of the column so that the goals tally up with the score you have entered on the card.Referees are now given a mark out of 100 on the Result Cards instead of a mark out of 10. If you award your referee a mark of 40 or less on your result card, you MUST submit a written report of explanation to the League Referees Secretary within 5 days of the match.
Guidance for Marking Referees
The Football Association has introduced a new referee marking scheme with marks from 1-100, which all leagues, including the Durham Sunday Football League , are now required to adhere to.
The mark awarded by a club must be based on the referee’s overall performance, It is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance.

It must include comments which could help improve the referee's future performances. Even where a referee has significant shortcomings there will have been some positive aspects which should be given credit; extremely low marks (below 20) should be extremely rare.
Referee's Fees:
·                Please pay these promptly. The referee’s should be paid their fee before the match. Some referee’s don't like to ask for their money and your prompt action will avoid any embarrassment. You will find that some officials still ask you to settle up after the match, as they don't like leaving money in the changing rooms. Fair enough, but at least you have made the offer. Sometimes Chris Tindale, the league's Referee’s secretary, will place assistant referee’s (linesmen) on your matches. Their fees are to be paid for by the away Team, whereas the referee’s fee is the duty of the home team for League matches and in cup games.

Fines Administered by the League

·                If your club falls foul of League rules, you will receive a fine, administered by the league's secretary. If you feel the fine is unjust, you should take the following action:

·                Pay the fine in full, by the date stated on the fine to the Leagues Treasurer all Chqs and Postal Orders Made Payable to the Durham Sunday Football League.
·                Send a £15.00 appeal fee, along with a letter in duplicate to the League Secretary stating why you feel the fine is unjust
·                All correspondence must come from the club's secretary
·                Please do not ignore the fine, or refuse to pay. This comes under rule as failing to deal with league business and it incurs a further fine. There have been some incidences of clubs sending in appeal letters without paying the fine or the appeal fee and some letters of appeal have not come from the club secretary. Should your appeal be successful, your appeal fee and fine are returned in full. Please bear in mind that dealing with the league should be the same as dealing with county. They would not accept any appeal from anyone but the secretary and no appeal fee means no appeal hearing

DISCIPLINARY REPORTS
Disciplinary reports are normally despatched from the Durham County Football Association office the day after they are received. Any Club not in receipt of a sending off or a caution report within TEN days should immediately contact the office. Failure to do so could result in a charge of misconduct against your Club. SHIRT ADVERTISINGAll Clubs intending to advertise on their shirts must seek permission from the County Association first. Once permission is granted clubs need not re-apply. CHANGE OF NAMENo Club may change its name without the written permission of the County Association. A fee of £20 must accompany all applications. Web Sites
The Durham Sunday Football League encourages all of its member clubs to develop their own websites with a view to showing their own clubs and the League in a good light. However, please be aware that all sites are regularly monitored and action may be taken against any club which appears in any way, to bring the League into disrepute. The legal aspect of all of this MUST also be borne in mind when making comments on websites, in particular, criticisms or defamatory comments which is directed to an individual, named or unnamed or indeed the League itself. This is called Libel and in this day and age, more and more cases are being prosecuted. Please be aware of this and act responsibly in entering any comments upon your own websites. In addition, please be aware that there are others not within this League who are only too willing to pick up on any adverse comments and embellish them for their own ends. Don't let this happen. Act responsibly and should you have any adverse comments to make, please do so via the appropriate channels, NOT on your website.

Players
Any player who brings the league into disrepute by continually finding themselves under suspension will be required to explain their behavior to the league committee; all players are reminded that the league has the power to de-register any player who in their opinion is bringing the league into disrepute. Violent conduct towards referees will not be tolerated, any player found guilty of violent conduct towards match officials will be de-registered from this league. Racist comments to any player, official, spectator, will not be tolerated under any circumstances

Jewellery

Law 4 of the Laws of the Game has now been amended and states that "A player must not use equipment or wear anything which is dangerous to himself or another player (including any kind of jewellery)".
There is one exception:- "A player, who can satisfy the referee prior to the game that their PLAIN WEDDING BAND is unable to be removed, will be allowed to cover it with tape. (This only applies to a plain wedding band and no other type of jewellery).
Players should be clear that these items are their responsibility - it is not the referee's responsibility to provide tape to cover  a wedding ring! Players are expected to ensure their equipment is safe when they step on the field, and the referee is simply there to police this.

Clubs are reminded that the use of metal cup hooks to restrain the goal nets, on either the crossbar or the goal posts is banned, at all levels of the game. The reasons for this is the danger of persons trapping their fingers on such hooks due to the wearing of a ring, or cause neck injuries due to other jewellery being worn; such as necklaces or earrings.  Whilst the Laws of the Game clearly state that jewellery should not be worn during a match, there is still a danger before and after matches when nets are put up / taken down.
